Cleaning a new vise

I bought a Wilton bench vise at Home Depot and it's covered with that sticky rust protector stuff. Is that cosmoline or something else? What's the best way to clean it off? I have 10 gallons of fresh Safety-Kleen naphtha in my parts washer tank. Would it be a bad idea to submerge the vise, and if I did, would I need to disassemble it to grease it?

I scraped most of it off with a putty knife (globes of it)....then what was left came off pretty good with WD40 & an old toothbrush....followed by a rag? Hope that helps.
