Coats Tireman question

I picked up a Coats Tireman and this part, with the bolts through it, came with it. Don't know if it goes with it but the paint is about the same. Anyone know what it's for?

It looks like an adapter plate for different lug patterns for a wheel balancer but it's missing pieces

Looks to me like it could be an adapter for 1ton dual wheels.
