I'd say the 8/59 is the date, looks right. Possibly from Canada (Simpsons-Sears) but it may also say "Sears-Robuck and Co" above, but it is rubbed off. I'd be inclined to think it is from the USA however. That 35 PSI max figure is right, it is a diaphragm compressor and that is about the best they could do. Likely the diaphragm is damaged or got a hole in it after these years, but I'd bet you can get a replacement.
