What temp should I set my boiler at for a desired 58F room temp for maximum efficiency? And what pumps speed settings work best? I have 2 pumps on my system. One for the floor, and a smaller pump in a recirculating loop as recommend by the boiler manufacturer ( Stiebel etron)?

No way to answer that question without a ton of design related information, and even then it would be just an educated guess.

The most efficient temperature will be the minimum required to maintain the space temp as that will minimize extraneous heat loss. Best way to determine that is by trial and error. However, the minimum temp required to maintain the space is going to vary based on outdoor temp and resultant heat loss from the building.

For pump speed need to know tubing size and loop length pump brand and model. Most design temps for loops are 20* spread between in and out after slab in up to temp.
