Epoxy Repair

My garage floor is epoxy coated - not sure what it is sealed with as I hired a company to preform the work. It is 5 years old and there are spots that have bubbled up and flaked off. The flaked off spots are not large maybe 4x4 inch being the largest.

Wondering what the best approach to repair this would be.

If they are few, sand each spot( concrete and surrounding coating).
Solvent wipe and touch up with a brush, can flake then too.
