Fluorescent lights flicker when turned off

I have 4 fluorescent ceiling lights that have been installed for 2 years that just recently started flickering when you turn them off. They are $10 Lights of America 2 lamp 4ft fixtures plugged into ceiling outlets. The switch for them is in a double gang wall box with another switch that controls 3 ceiling fans. The wiring for both the ceiling fans and lighting pass through the same junction box in the ceiling. The lights and the ceiling fans have their own separate breakers. I switched the breaker for the lights off while they were flickering and they still flickered for a few seconds. Flipped the breaker back on then turned the lights off so they would flicker again, this time I flipped the breaker for the fans off and the lights stopped flickering. Any suggestions what to look for here? I had an electrician wire this a couple of years ago and never had a problem until now. Thought it could be a bad light switch, but flipping the breaker for the fans off making the flickering lights stop has me stumped. Any advice?Thanks.

Yes, the neutral is shared between the circuits. I suspect that's the issue, just not so sure the best way to go about searching it out.

The fans weren't running when the lights flicker - would that matter?

Check all electrical connection and make sure they are tight. If they are replace the bulbs then if they don't stop flickering change the ballasts.
