Hello,
nice find, but no HAZET...
looks like a CADDY RC-101 from HORY CO., LTD. made in Japan.
Not only by the red color, also the simpler knobs without a metal insert, which cannot hold tool holders or lamps in them. Also simpler ram protection rubbers. Dividers only in one direction possible. No floor pan divider for stabilization and insertion of a stool. Its a later cheap copy / clone of the HAZET Assistent 162N tool trolley I think from the 1980s or 90s. There also other clones, but these are more different.
HAZET has been producing them since 1954 (til today alongside modern and larger tool trolleys) with 1953 patents in Germany, the USA, Canada, Great Britian, Spain, etc - but not secured worldwide in every country - e.g. as Japan or China.

These are my HAZET look-a-like shop caddies. I bought the red one for $25 and the blue one cost me $40. I called a Hazet collector and he offered $470 for the blue unit. The blue unit was really dusty. Other than some dust, it looked unused.
I should mention, I had a Hazet 166N and it appeared identical. There comes time when a price offered is high enough I could not justify keeping my 166N, so I sold it.

No, its a different unnamed clone - an even cheaper design and with a simpler metal shape...
If I am guessing correctly, with only (overpainted) plastic guides for the pillars
and no impact protection on the intermediate floors. Often seen with even simpler wheels than yours.

I'm not sure what you mean by the bolded. Mine has plastic guides. Here's a photo when it I first picked it up. ETA my wheels were replaced.

Rubber all around the floors - so there are no scratches when you bump into a car.
Your one has it only at the top level - others at most floors (or at all as the first HAZET 160 in 1954).
