I must be a sucker for every old tool that I see and keep promising myself that I won't buy any, especially if I'm not sure what it is. I think the thrill of the discovery is really more interesting to me and the research. Having said that, when I can't figure it out, I'm frustrated. I thought this was a good time to join a forum and stop beating myself up. That's where I am with this item.
I believe it to be a vise, but what kind I don't know.
It has a few letters on it (barely readable) and the number 5.
