Hmmm... I've no idea, really. But it almost looks like someone found an old bracket and repurposed it for something else. The bipod-type bracket is obviously cast, but the other piece looks like half of a c-clamp, and I note that it's held in place by some slotted round-head screws. What is the paper tied to the leg? Might that hold a clue?
