Help Identifying This Tool

Hey guys....my friends at the body shop showed me this and were wondering what it might be. If the crank is turned the tool shortens like a come-along.

They wondered if it was something for stretching chain link fence?

I figure that if anyone knows...it'll be someone on GJ...

For changing tires on an ancient car. I never saw one actually used, but the theory is the three hooks collapse the rim so that the tire bead will slide over it. The rim is made with a cut through in one place, so one end can be slid by the other as it is pulled in.

I have the remains of one that some body made a tirechain tightener from, doesn't work well, and won't ever work again for it's intended purpose either.

I would guess it would be used in a big welding fabrication shop to hold a 4x8 steel plate stationary. Probably more than one would be used
