Help needed with CM Pre Block

I got this about a month ago and found it does not run. I got it cheap so not too bummed.
When I plugged it in it would barely spin just kinda hum, then blew a fuse.
I dont see any abuse as it is in mint condition and clean inside and was hoping it might be an easy fix and wont need to dig further.

Sounds like the start capacitor needs to be replaced. Torqueman would know more about that than I would. I haven't tried it yet.
