Sounds about right to me. 12' wall, with height subtracted for the ceiling and slab thickness. If you want 12' interior height you need to specify this and then the builder will build the wall height to accommodate the ceiling and slab thickness. Wall heights are generally externally specified, just as zoning laws generally specific external dimensions.

Pole barn measurements don't usually include the slab or finished ceiling. If you want 12' finished, you have to specify. Get it fixed before its to late. If you want a lift I'd push for 12'6" just for the little extra space.
