A few weeks ago I had a major 5 quart oil spill on my garage floor. I cleaned it with cat liter, pressure washer and it took an entire afternoon. My problem came when one stubborn spot (2ft by 2ft) I tried to remove by pouring vinegar on it. Now that spot is white and looks like if you had spilled battery acid on it. Is there something to fix that spot so it matches the rest of the concrete again?

Vinegar can etch concrete just like muriatic. They are both acids.
Try a cup of baking soda in a gallon of water, might help.
Next time try Simple Green or Purple Power.

For future reference for anyone that reads this, cat litter is not really a substitute for oil dry. If you don't use oil dry correctly it kind of does the same thing.
Oil dry should be scrubbed into the concrete or pivot your boot on the spill. It shouldn't be left to soak up the oil out of the concrete.
Please give it a try. You won't regret it. When you are done with the clean up you won't know you spilled oil
