I'm looking at some rehab properties. Im not an electrician, and wasnt planning to call one until i have a property under contract. I was wondering if someone can help me identify the size of the service cable going into this 100amp panel. I think it might be 2 or 3 gauge. It's not printed on the wire sheathing or it has worn off. Appreciate any help.

19 strand wire is used for every size from #14 to 4/0

Did you look on the gray sheathing portion or just the black wire insulation? Often times there is no marking on individual wires, only the outer sheathing (the grey jacket).

And there looks to be plenty of the cable exposed.

Looks like someone used the wrong service entrance wire as they had to wrap electrical tape around the bare aluminum thats being used as a neutral.

Bare wire in SE cable IS the neutral. It's unnecessary but not uncommon to see somebody wrap tape around the bare neutral.
