I can't comment on the code where you are, but here you would need a category III vent system that is designed for category III appliances. (I'm assuming your heater is category III). It will most likely be single wall stainless with a gasket between the sections. Some people use B-vent, but I highly doubt it would be code compliant anywhere since B-vent is a category I vent system.
