It does look crazy, but since I've been to populated countries like china and urban Mexico, no I can see that as being real. There is an apartment building here in town with 8 hanging on one wall. Each unit can't be over 500 sqft and it's only three floors.

I was in Beijing few years ago. I saw some wild stuff there. Brand new skyscrapers right next to houtongs that had no running water or electricity.

My favorites were the scaffolding made out of bamboo. Some of these things went up 20+ stories. Workers were climbing all over them like monkeys.

You see that all over the third world ... it's unbelievable .... many in bare feet.

OSHA would blow a gasket.

I worked a project in Singapore installing a production line in the third floor of a factory. We had to crane up ~45 pieces and install them through the side of the building. Before the lift day the rigging company had to apply and give over all the equipment s/n's Including chassis and boom numbers, forklifts, and operators licencee's. On the morning of the lift the government safety man showed with a large binder and checked machines s/n Then call'ed all the operators into a group and randomly checked their DL's against what was in the book. According to the local that was SOP.

Down the block was a new building going in that had bamboo scaffolding.

No flat roof, so must put on sides.....LOL.

Seriously though, I've seen plenty of buildings where the roof looks like that.
