That appears to be a generic cart that was contracted by SO and may have been used by different tool companies in different colors

Should have Snap on and date amongst other numbers pressed in. Check everywhere on it.

Cart for a MT3750 Carbon Pile load tester and you could also mount a BC5500 battery charger on the bottom shelf. Nice way to charge and test batteries and charging systems back in the day.
