Isuulation in Steel framed building!

My cousin has a steel frame 60X100X20 metal building a his dogs were left inside by mistake and they pulled his foil bubble foil insulation down. What would be the best way to repair this problem? uo about 6 feet their are steel braces running horizontal across, he is going to have to open the bottoms to install the rat shields he has since made for the building. Any advise would be greatly appreciated.
