Kent Moore Gm specialty tool

this is a kent-moore gM specialty tool, I have no clue what its actual intent was but it is pretty cool... It has a part number of J 24063 on it.... one end has 3/8 male socket drive end and the other has 3/8 female square end... it is about 10 1/2" long and seems about 1 1/2 " offset... $6.00 shipped

Is that a tool for adjusting belt tension on a serpentine system?
