Lighting layout for Large Garage

I am working on the lighting plan for a garage that is 39' x 27' in size. My thought is do use flush-mount florescent light fixtures (since I've read they give the best light). Can anyone advise me on the number of fixtures I should use? Thanks!

20 x 44 and its daylight if I want...double ballast fixtures so I can have 4 tubes on or just 2
