I am hoping one of you gentlemen or the one or two ladies that hang out here might be able to tell me something about this strange little device. There is very little information about this online. Looks like a small motor driven drill press and some kind of saw. It appears to have been designed or built by a William C Roemer. Would this be the same guy who helped design the M1 carbine?

You don't give dimensions or any scale reference but definitely a small drill press that would have used a small round leather drive belt. The round belt would be an indicator of its small size. Next to it would be a jig saw. Both most useful for small scale and model making work-cute tools.
