So I read the rules, and I'm having a hard time understanding what they are looking for?

Are they looking for a cool shop "with potential"? Do they want a dump?

They state that the shop needs to be able to receive the prizes. So you must have an empty spot for a new box, tv, and kegerator?

Pretty obvious the game from the official rules: you need to send a photo of your "shop" at home which must be suitable for the installation of the prizes as awarded, minimum 20' x 10'.
Entries will be judged by a 7 person panel for uniqueness and suitability. They expect and retain the right to record and document the location (which must be the same location the prizes are delivered to as was submitted in the entry photo) for before/during/after images and to use such in perpetuity for advertising.
4 winners, one of them will also be chosen to get the truck.

Let me rephrase. What do you suppose the best "strategy" would be for composing a photo for entry?

Do you think they are looking for a Jack Olsen shop or a compressed **** hole that can be shown redecorated with the fancy prizes?

Hard to say, but you would think the **** hole would win since the nice shop doesn't really need the prize

So I was reading the rules and I saw this printed in the must not contain category:

promotes any third party product or service or otherwise contains commercial
messages or endorsements regarding third party products or services;

So does that kill the deal for anybody in there garage with name brand signage? So if you have a bunch of porcelain sign with Sinclair on them or Harley Davidson as an example does that mean you're screwed?
