Does anyone have any idea what the minimum height typically is for pilot lights in garages. I know they have to be off the ground due to possibility of gas vapors, but by how much?

Gasoline fumes do not rise more than 42" above the floor. Set your water heater 48" above the floor and it will be safe.

Check your local building codes.
Any local, qualified construction contractor will be able to tell you. These guys are easy to find at your local convenience store around lunchtime - look in the beer aisle.

The building inspector was honest and told me that he didn't know, that was the mechanical inspectors specialty. So I called the county mechanical inspector yesterday and never got a return call. I'll call again Monday. I have a downdraft style 72,000 Btu output house furnace that has the firebox and pilot light 24" off the ground already. I can build a small metal stand for it to sit on, but I'll have to know the specific height anyway for the water heater pilot light....

I don't think water heaters run on gasoline.

Willy, the purpose of elevating the heater is to preclude the heater pilot light or burner from becoming a sourse of ignition to gasoline fumes that may occurr in the garage.
Just an FYI, the Military owns one hell of a lot of water heaters that run on gasoline.
Further FYI, thanks to the BRILIANT AlGore who repealed the Laws of Physics and made all of us so much safer, any new gas water heater you buy will soon come equipped with a hydrocarbon sensing gas valve. This will assure that you continue to pay welfare to support the 50 aproximately stupid people who burn themselves and their houses up each year by storing gas cans near the water heater. Don't you feel much better now.

Detached garage.
I got word back from the plumbing/mechanical inspector yesterday.
He said "The fixture (heating unit) has to be at least 18" off the garage floor, and the pilot light has to be above that (obviously since it's inside the fixture)."
So that be the ruling from Midland, MI. I guess I need to weld together a stand out of 1" square tubing and angle iron to keep the furnace up off the ground. Kind of redundant really, since the coil box under the furnace keeps the pilot light 20ish inches up already. But better to keep them happy, right.
