My wife bought me a Modine 45,000 BTU heater for the garage (nice wife). However she purchased a Propane unit instead of the Natural gas I needed. I purchased a conversion kit for the heater which consisted of the changing the jets (size 56 to size 49) and changing the (White/Rogers) regulator spring. Since I had to remove the pressure regulating adjuster screw to remove the spring and then replace with a new spring, I am assuming I need to readjust the unit for proper gas regulation. Before I call a service tech, is there any way I can make the proper adjustment myself?

I suppose the proper way would be to use a manometer....BUT, I think I would be tempted to try it and see if it seems to fire "OK".
If it looks half-way-close, you could "clock" your gas meter to see (when everything else is off) if the unit is pulling 45000 BTU's. If it is right then your pressure is right.
A cubic foot a minute would be 60,000 BTU's per hour m/l. For 45,000 BTU's, you'll be look for a cubic foot every 80 seconds. Your meter likely has a half-foot hand, so if it's close to 1 rev per 40 seconds (i.e. 1/2 cubic foot or 500 BTU's every 40 seconds)...you're about right. If it's underfiring, adjust the regulator in slightly. If it's overfiring, back it off a bit.
That's what I'd try. If you aren't comfortable with that...you should likely contact a professional.

I called the Service Department at the Gas Company to see if they could assist me and talked to a service tech......they declined saying they didn't want the liability.

I'll bet you a dollar they won't even pull out a gauge to set it. He'll be able to tell by looking at the flame. But...if you work on them everyday, you can get pretty good at it.

Just for giggles and grins, I went to the White-Rogers web site and they have a complete description and procedure (very simple) to set up the pressure regulator (I've spent more time on an automotive carburetor with a vacuum gauge). You were right on with your numbers HB, Sec/Cu. ft equals 84. In short, turn everything off, remove 1/8" outlet pressure plug, insert Manometer into that plug opening, turn everything on, set pressure at pressure regulator adjusting screw, turn everything off, remove manometer and put plug back in - back in service. I may give this a try, doesn't seem all that complicated.
