In my building there's a 200-amp main disconnect with 40' of 2" EMT running to three panels, one for each apartment. Inside the EMT are three (3) conductors. The three panels (one for each floor) have main breakers, and so I believe are service equipment, and not sub-panels. The meters are below the panels. I did not do this work.
Questions: Does the 2" EMT count as the bond/ground, or should there really be four (4) wires in the EMT going to the panels? Should the three panels have separated (isolated) neutrals and grounds? Are the three panels really sub-panels, or are they service equipment (because the main breaker allows full disconnection of each apartment with fewer than six operations of the hand?
