Welcome to the group.
I believe that you have a Cole vise. It was likely manufactured in the late 1940s. Although they aren't the same as the solid iron vises of days gone by, they are far better than what you would buy new, from the big box stores.

I restored one a couple of years ago (see attachments) You can get a hand drill attachment to go with it (I've attached a Googled image).

BTW: Don't drop it! The guy that bought mine had one that his son dropped and broke.

What do you plan to do with it?

it is not my vise. I found it online and had not seen
