I am assuming you are referring to a vapor barrier. In my opinion, it is a win/win situation. The costs of the vapor barrier are offset by the protection it can provide. Excess moisture will usually run along the bottom of the barrier and back into the ground table. This will help ensure the long life of well poured concrete. Without a vapor barrier excess moisture can wick through the concrete to the surface. This can inhibit the proper application and adhesion of any coating (epoxy & paint mainly) applied to the concrete. Ecxess moisture can also cause effloressing (sp?), which is a deposit of salts on the surface of the concrete, typified by a white, powdery substance on the surface. This can cause the weakening of the surface and make the area very dusty. A vapor barrier is code where I live, and it just makes good sense. It can save you dollars and cents in the long run as well.
