New lighting question

Hi new shop going up can someone give me a link to a thread if this has been asked or answer.

shop is about 22x46 10" ceilings New build.
I would really like to have the lights flush mounted in the ceiling, instead of hanging below and attaching to the ceiling. 3/4 of the ceiling has house above it so it will be insulated. will the home depot t8 fixtures be ok touching the insulation? I have looked on all the manufactures sites and they dont address this.
any issues with heat?

also will the plastic lens greatly reduce the brightness?

I was thinking of using the 6500 bulbs

it also appears I should look for a certain balast as to not have cel phone and radio interferance.???

If you insulate above those fixtures you will cook the ballasts, they will have no way to dissipate the heat.
