I believe it is for manually (with a ratchet) rotating some GM window-regulators.....I have one I bought in the '70s, thinking the pin-pattern might be handy someday. Never happened. I have a good friend that's been an auto-glass guy for years and I spotted one in his box one day.....he explained what it was for.
