Old detached garage flooring options

Hi folks
I have about a 70 year old 21 x 21 foot garage that is cinder block and wood framed roof. I plan to use metal stud and insulation and then sheetrock, tape and paint.

The floor is concrete but very old and not in great shape. From what I can see the floor stays pretty dry but hard to tell when the place has been a wreck for years.

I'm going to turn it into and office and photography studio. Looking for opinions on flooring.

From what I see, I can just epoxy it and keep the concrete?
put down a subfloor and then either laminate or vinyl etc. I could use plywood direct onto the cement or use 2/4 to build a raised subfloor.

also not sure if it's allowed to ask here in flooring area, but wondering if I need to seal the cinderblock walls before I rock it. Obviously need to caulk any openings, but I mean waterproof paint? is it worth it or something better?
