Old wood floors. Worth saving ?

My nephew is buying a near 100 year old building. The second floor is "planks" (I assume 2x10 or 2x12), likely pine, but they could be oak or maple.

Problem one. The floor has a lot of warped boards from a leaky room.

Problem two. The floor is covered by asbestos tiles (probably installed in the 50s).

This building is in an "urban" setting. He is a millennial and likely would "attract" others if he made the second floor into studio apartments. His current thought process is remove and replace the existing second floor with plywood,

Anyone think it is worth pulling up the planks, flipping them over (not sure what currently is on the bottom) and reinstalling them and then refinishing the planks.

Sounds like it will be eventually rented to tenants? If so, as a long-time landlord (40 years), I would say it's a no-brainer: don't bother. Tenants simply NEVER take good care of floors, especially with kids.

Replace it with something that looks decent, but is ultra-durable.

Asbestos tiles usually mean asbestos glue. I would leave them. I don't know for sure that my 9x9 tiles are asbestos, but the previous owner tiled over them, so my guess is that they are asbestos.
