Outside Burial Depth

I'm just curious, what is the purpose for burying outside UF 24" deep? Is it too protect from things that dig? water? Frost?

From memory the rules for direct burial electric are:
- 120V 20A or less gfi protected then as shallow as 12” inches (ie post light feed)
- conduit burial 18”
- direct burial 24”

I believe rigid conduit is 6", less under a slab. That's what I did and electrical inspector was fine. PVC maybe 12" ? I thought no conduit cable were 24" - that's what contractor told me, offering substantial savings if I dug it - 1200+ feet.
