Painting insulation in Garage ceiling

I have had a contractor suggest putting insulation paper side out on the ceiling of my garage and then spray painting both the rafters and the insulation. I have my walls all insulated and sheetrocked but don't want to go to the expense of sheet rocking the ceiling Looking mainly to brighten and insulate the area.

He has said they do this in some open ceiling resturants and commercial buildings. Anyone ever seen this done.
