Power Supply Question

I was asked this question and do not know the answer. I am sure someone here will have one.
My son has to power a hot plate of sorts.....it is 24 VDC.
He said the plate calls for 17 amps max but he has a 10 amp power supply.
Question is....
Will it burn up the power supply or will the hotplate just operate poorly due to not enough power?

If it's a current-limiting power supply, it will reduce the output voltage to limit the sink current to the hotplate.

If it's a basic power supply, it will overload and trip either the output breaker or thermal overload. (we hope)
