what do you think about the floor system below. pros and cons about using quartz? I can't see a downside or problems associated with using the quartz.

No downside to using quartz but what you are describing is a single broadcast or 1/8 inch quartz floor without a top coat.
First, one problem with the single broadcast quartz floor is that if the applicator isn't very good or heavy handed, he could leave waves or clumps from broadcasting. Usually single broadcast looks patchy and doesn't look as smooth as a double broadcast. Also, some patch work or concrete flaws may ghost through.
Another problem is that by your accounts, its only being top coated with epoxy and no polyurethane or polyaspartic top coat. I know some on here, that don't know any better, think that its unnecessary but unless that epoxy is aliphatic it will amber quicker and scratch easier and not have the stain power.
At the very least, see some other single broadcast floors that where done, make sure its over a year old and by all means opt for a poly top coat.
