Pulley centering tip

Hello all. I have this Pulley Centering tip and would like to know what's it's used for. Most of my Centering tips have a point or is flat. This one has a groove cut in the center. Thanks in advance.

Older cars with the steering column integrated into the steering box used a horn wire that came up through the center of the steering shaft and simply twisted when the wheel was turned. I suspect the groove is to allow one to pull the steering wheel without damaging that wire - the wire would simply sit in the groove.
