PVC interlocking Tile Advice?

I am working with a church that wants to re-tile their 'coffee' room. It is a wood floor with badly deteriorating linoleum covering it.

They would like to re-tile over this with a water-tight PVC interlocking (floating) tile. The consensus of the board wants to use 'Tuff-Seal' for this project.

This is a church so the budget is limited. We are trying to find a comparable solution then the high cost of the Tuff-Seal PVC tiling.

We've looked at Armor tile and they offer a watertight interlocking PVC tile that is somewhat cheaper but need to know if Tuff-Seal has features that make it worth the extra money?

I'm new to all this. Advice from anyone with experience in this type of floor covering that would be cheaper than Tuff-Seal but still provide a water-tight pvc flooring comparable to 'Tuff Seal' would greatly be appreciated.
