question about wall plugs/recepticals

i want to put my wall plugs in a 7'' tall baseboard,about 3'' off the floor,this is along the walls in a brick warehouse that i'm converting into a home.
Can i put the plugs that low and still pass code?
does anybody know the code?

my baseboards will be 3'' wide,7'' tall,wire and recepts will be in this baseboard.
along with the central vac piping.

Check with your ahj, but I know in commercial garages, recepts are generally located at least 18 inch above the slab because the space below is considered a classified location (Class 1 Div 1 - I think) IMO - 3- inches is too too low when you consider flooding, cleaning, tripping hazard, and just simply usage.

To answer your question Randy, as low as you like, even in the floor as long as they are within 18" of the wall.
