Require pic to post in pic thread

Consider making it a requirement to comment in the WTF picture thread to have a picture before allowing a comment. Might slow up pages of arguments.

The same thing would happen but there would be some random pic in the mix.

It would be better to limit the word count or something like that. Typically a comment or joke about a pic only takes a short sentence or two. Sometimes there are entertaining anecdotes though that truly add to the wtf things posted.
