Let me do a quick review to be certain we got the details right...
When you mentioned "After I get my new garage built..." is that referring to a garage not yet built, so not in these pictures, or are you talking about finishing the upper garage in photo 1?
In pictures 1 & two we see the 2 car garage on the upper level - this is the current garage where water collects and drips down, through floor cracks, into the basement/temp garage/future living space that we see in the last 3 pictures - right?
The large quarter crack - how long is it and where is it located. Is it the only crack letting water through?
How much water are we talking about, and what's the source. Just run off from the cars driving into the garage, or is there some other source, poor drainage or..?
You mentioned a coating with some flex, is the floor still not stabilized? Where is there continued movement and/or shifting?
What's the slope of the upper garage floor?
How was the upper floor constructed? Pre-cast? What would a cross section look like, how thick, rebar, etc?
