Ridgid oil threader question

so yesterday at a rummage I found this thing that looked like a parts washer for $4. I found out it is a oil threader or something. What do u do with this thing. I might modify it into a parts washer. The handle seems to be locked up. See the link below to see a picure of it. Any info about this would be great. Thanks

[speed bump]

You keep pipes lubed up with it while cutting threads. I would use it to cut threads with although I would also keep it covered so your shop doesn't smell like sulfur.
