Metal liner panel or drywall on bottom chords. Cellulose loose. Baffles to get insulation as deep as possible over wall and maintain venting.

The OP mentions ceiling and rafters...what do the joists consist of? Are we actually dealing with trusses? What does the ceiling consist of? Is there a vapor barrier in place? Is the attic vented?
