Hello Fred_liver and welcome to the site!
Does the unit have any markings on it? Forging marks? Herald Mark?
Searching by just the shape is really a "needle in a haystack" kind of thing.
My best guess would be salesmans' sample or promotional item - diminutive size and brass handle are a bit out of the ordinary.
I have a lot of material on Coes.... All of the early catalog listings show wood handles up to about 1906, when they announced their "steel handle" model, but I don't recall any American made adjustable nut wrench as having a brass handle. I'm more inclined to think British - brass seemed to be more their thing. Just my best wild guess.

I do not know which one it is, but i will say this: It is cuter than a bugs ear, and i have NEVER seen one like it, and I'm no spring chicken to the old tools collecting scene. The closest i have is a few Very Old 3 inch King **** Spanners. This will be a good homework assignment for any aspiring old tool collector.
