Tool Identification Help

This is a tool that my father inherited from my grandad, neither of us know what it is. I did some research on the internet and it may be some sort of fencing tool. I wven emailed the manufacturer and they responded and said they would check the archives but I've not heard anything back. Its made by Maasdam. One on side it says Pow'r Pull and the othe says Red Devil.

Thanks guys. I thought it was something to that effect but the chain and hook part confused me a bit. I teally appreciate it

Yep, used with chain link fencing to stretch it.
