Whoever made it, it looks like a split beam. Check out Precision. They make a lot of that type Just a guess.

I've seen some beam wrenches with a flat indictor, but the scale / measurement style like this i've never seen before...any one know how it works or is read?

I'd suspect that as the beam deflects, there is an etched set of marks on the lower beam that line up with the torque value.
