Home made would be my guess where someone made the bottom to an existing storage chest.

Twertsy: do you own this box yet or are you just posting up pictures from an ad or auction? reason asking is it looks like the top box might come off the bottom roller. does it?
the top drawer in the bottom roller looks like a match and the one without paint looks like an owner made it instead of factory.

I don't own it yet. Pics are off another site. But for $45, I'll own it as soon as he contacts me! I agree, only that single drawer was home made, I believe the rest is all factory.
