That's a 'Cole drill', a somewhat more 'modern' (1940's) version of the old 'ratchet drill'. It actually can be a useful tool, for such as field structural drilling or repair work when no power is available. The spindle carries 1/2" shank drills.
A few years back there was an industrial supply in Southern California who was selling NOS Cole drills. I picked one up and it was truly unused. I am sorry I did not buy the matching vise.
