Used Ir2115TI

I received a used IR2115TI and it came with the screws loose and actually missing one. I'm guessing something is wrong with it as usually no one gives good stuff away. What is my best way to make sure this functions as it should given I haven't seen it new? First thing might be normal or might not is when you spin it by hand you can feel it bounces between the hammers, but after few turns it feels like it slips as it doesn't hit the hammers until it catches on the next turn.

That's normal. Try it, if it has good torque switch a bolt into the hole that is missing one to know the threads are ok and get a bolt for it and use it.
