Vapor barrier

I have a 20x40 metal garage. 20x20 was finished with 2x4's and drywall, no insulation. I want to take off the drywall and put in insulation, but before I do this I am a little confused about vapor barriers.
I thought the order was Steel wall, vapor barrier, insulation/lumber, drywall.
And if this were the case I don't know how I would get a vapor barrier behind 2x4's powder actuated into the concrete.
But recently I was told the order would be steel wall, insulation/lumber, vapor barrier, drywall. Is this the correct order?

Shoot. Alright. What would be the best way to get a vb behind the studs then?
Or is there another solution to this? Do I even need the vb?
