How does it work?

Different size gaps for different size hand saw teeth, used to give each tooth a slight bend alternating back and forth down the length of a hand saw (back before they were made of hardened steel). More modern sets were more like a pair of pliers where you could adjust how far they bent the tooth. That older one you had to manually do it by sight.
